From what I am aware, Traditional Sion was planned to be made due to his new classic being VERY different.
We can now see this IS the case. His classic changed drastically. Then why aren't we getting the skin?

Going to miss his old look but I like the new look. I don't care if it resembles anything. Sion is Sion. When they said they were going to do a MAJOR rework, they didn't lie. To me, he looks tougher, braver, and scarier than he use to be. But they need his old voice. That is a must.
Either A.) It's in the works.
or
B.) Riot forwent a traditional Sion because exposed bone is a no-no in China, which is one of the biggest players of League. Sorta like why Karthus looks more akin to a living corpse than the spooky scary skeleton he once was.
Also, why aren't we getting any answer to this, I feel like they try to "bury" this question till everybody forgets about it...

They didn't make a traditional Sion skin because almost everyone owns him unlike Karma and Sej.
