the ragers are figuring out that they cant just quit or they will get banned. but they aren't going to just go back to playing their hardest. in their hearts they have already quit. so instead they go to feeding, trolling, refusing to fight, etc.
the end result is no better than having them ragequit and meanwhile a lot of people with legitimate real-life reasons to afk or link issues are getting banned.
I've had multiple people just run around in our jungle, or in our base near towers, while typing and trolling.
If their trolling or feeding, they will get hit with a different penalty because that's a different category aside from leavebuster. However, refusing to fight falls under the category on "refusing to communicate" in which is not really punishable. Feeding and intentionally trolling "like building 4 boots" will obviously get the person penalized.
