So the key drop rate is supposed to reset every month right? Because I havent gotten a single key fragment in 14 days and I won a lot and I also played with friends as 5 man premade,I didnt even get enough keys to open up all my chest from last month,let alone this one :P Any ideas whats happening?

The key fragments are completely random drop, the percent chance of them dropping increases with each additional friend you play with, but the over all drop rate is still low.
