It shouldn't be toxic for a person to be able to chew how a person on there team for being so bad their 1/8/0 10 mins into the game, cause in ranked games that person should not even be playing normals let alone ranked, he should be in bot games cause all he is doing is dragging people down ranked levels, and honestly for that they should be verbally assaulted cause going up levels in ranked is really hard to do so to have someone troll your team and assist the enemy team should be a free pass to assault the person verbally.

No, in my opinion, you're wrong. You can inform them as to what they were doing wrong but when has anyone ever responded to "You're a dumb@ss!" with "You know, you're right. I'm going to play better from this moment forward." Be gentile and suggest different builds or inform them they should stay back and farm to get back in the game.
There's never a reason to verbally assault someone. Never. Not in real life. Not online. Not via e-mail. Not via snail mail. Not via phone. Never.

Use of periods between thoughts and including paragraph breaks greatly increase your points.

I've never seen anyone make this argument so bluntly. Congratulations on that.

But no. Negative experiences are no excuse for negative behavior - and they shouldn't be, because all it does is exacerbate the problem.

verbal abuse is still verbal abuse even if the other is having a bad game or even just trolling. YOU are responsible for your actions, and they are not justified by the behavior of others.

While I agree with the incentive of adding some restriction to the Ranked system so not everyone and their mother can just go level 30 and play literally straight away.

No someone being bad at something doesn't provide a license to verbally assault people and nor should it ever. Try being a mature person and moving on with your life instead, it's just a game after all.
