I'm just wondering if there's a way I can get the username of someone who hasn't played in a long time, no matches show up on their match history on the client and on op.gg. I've heard that if a player hasn't playing a long time their name will eventually become available, if it's true how long does it take that to happen?

I don't really know how long it takes, but a good way to see if a username is open is just using the verifier thing that pops up when you select Summoner Name Change.
