What's with below level 30's getting matched against diamonds?

It has been happening A LOT recently, I've had around 3 matches in the past 2 weeks which involved someone lower than level 30 on my team vs around 4-5 diamonds. Most of the time they're solo queue as well, is there anyone who can explain this?
