Is tribunal still alive?

I was not able to do a single game in 3 days without getting feeders/instalockers/trolls/flamers/leavers and so on, in both teams, and it feels very frustrating when at the end of a game you click on the tiny red button to report them but in your hearth you know there will be no consequences at all. Is it useless to report toxic players? Does the tribunal system still works or there's something else up for now?
