I want to be a PBE tester

How does one get into it? I know they have a signup site (which I've done, for years) but nothing has come of it. I want to play a part in testing and also create informative videos. I just want to know if anyone has ways of getting chosen. Several people on YouTube always have access to the PBE (brofresco etc). Why do some people always have access?
