When Do Bans lift?
So I got my Account banned sunday and It's supposed to be unbanned today. Do I get unbanned the time I got banned at?

To answer your question, bans are given in 24 hour increments. So yes, the time Riot assigned the ban will also be the time of day that it's lifted. Just remember that it's given for Pacific Time Zone, so you'll have to figure out the corresponding local time.
Edit: the time should be in an email sent to the address associated with your account.
holy crap dude- the guy's not claiming he didn't deserve the ban he's just asking a question, very politely too.
You can check the time you received the e-mail to get a rough idea, but if there's no time IN the e-mail then I don't think there's any way to be 100% sure what time it'll come unbanned.
Like Eleshakai said, I think the time the email was sent was the same time the ban started, but don't quote me on that. And, depending on your email filters, it's possible the noticed ended up in your junk folder. The image you posted would have been the in-client notice (and even those of us who have never been banned think the info should be included in the in-client notice).
If you don't know the time, my best advice is to keep trying until you can log in.
