Hard to believe there are other systems in place besides tribunal when I get this shit every single game.

i just don't think people are reporting. i get reported for practically nothing all the time after getting put with trolls ragers and more trolls almost every single game, yet i get a chat restriction and still have to play with trolls.
honestly, reports are only really built to get the absolute most vulgar horrible inhumane pieces of shit punished. bottom line. All you need to do to avoid a punishment is hold off on being toxic for 1 in 5 games.
Honestly, every time i see a toxic player I tend to stay there and debate weather or not I should report them. If all hes doing is saying im complete shit and should play bots I tend to let them walk, they are pretty decent compared to the complete shit you find most of the time. by comparison, reporting them will make the community worse
