well, we get a 400 RP at lvl5, right? but the continuous rewards are nicer, i agree!
When i was new i was fevering towards the day i would reach lvl 30. when i reached lvl 30 it was so anticlimactic. I expected some fireworks, a little message (even if automated) explaining what lvl 30 means and what can be done now, a little congrats... nothing.
Too much emphasis on punishment at the moment, too little emphasis on positive enforcement and achievements IMO.
I'm not meaning that they should give things out: I actually have already gotten my share of free champs via garen, trist and Alistar( which all are expensive skins, btw). It's just that feeling down there when you see someone getting the privileges that you don't- you get jealous.
It's actually easier to reach lvl 30 there because you'll get XP boosts there o___O
