Ekko the Boy Who Shattered Time

Does anyone know when Ekko will be coming out? An estimate maybe? Considering the time periods between other champions announcements and Ekko's can anyone give me an estimate of when he will be out and if anyone knows what his skin will be when he comes out can they link it for me so I can see?
