who thinks whenever you are disconnected or you have power go out you should get a leaver buster?

Riot should get rid of a leaver buster if you are disconnected from game by a client problem or power cuts out or something uncontrollable happens. I got a 5 game low priority queue cause my power went out and they don't want to get rid of it because "i still left and it made a negative impact on my team mates". honestly who thinks this is fair?
