My thoughts on queue dodging

So, I have seen a lot of threads lately about people dodging queues because of trolls. Here are my thoughts on the matter:

1: Remove autofill. Replace it with some nice reward for choosing fill.

2: Give each player one queue dodge from ranked and normal per week, (possibly less, but I think one per week is fair) without losing lp.

3: Make the player choose a dodge reason to make sure they are not dodging to be a troll themselves, or to escape a champion ban. Also, if the reason for the dodge is queue trolling, make the dodging player file a report against the troll player(s).

4: If a player gets reported for queue trolling enough times, give them a restriction.

My reasoning: Without autofill, people won't dodge queues because they didn't get the lane they wanted (unless they are a one-trick, and that's just sad). Without those autofilled people there wouldn't be incentive to dodge nearly as often, and not for the same reason either. Giving the players a dodge per set time period (I.E. a week, or 2) will make sure they do not use this as a trolling method that is really effective. I feel like I'm leaving something out, so if you see anything you feel is missing or bad, please tell me in the comments. Thanks!
