I play tons of games and get don't get any keys shards. I've played ranked draft, normal draft, and ARAM all in the past month. None of them give out any shards, and it seems to me like hextech crafting only gave out key shards when it first came out.

The chances to get a key shard become less likely each time you get one. It is a brake to prevent people who play a lot from getting many more keys than a casual player. Your chances are reset once a month. So at that time you will get keys much more often but with less chance after each key fragment.

they do tend to get harder the more you get. not sure if this is normal though, you can try sending in a support ticket asking.
