Veigar is too powerful past 20-25 minutes?
Does Veigar need a nerf because after 25 minutes he can kill anyone but tanks. Tanks get kills after 45 minutes

For how weak he is early game I don't think so unless he gets some ridiculous boost like 3 infernals or a triple kill at level 1 or something, which you shouldn't balance around. He doesn't really have ANY good matchups where he wins. At best you farm it out and go even.

he has mana cost... a hard to stun with his CC and squisy and has no mobility

No he is actually perfectly fine as it is. Veigar is a stacking champion. One of the most 'efficient' means he stacks is through cs'ing. However during the Mage update he was given the ability to stack off any landed ability on champions. Problem is, all of his kit has long delays except q and ult. Dodging his wall and w combo is one means to prevent him from stacking.
A good veigar should have 200 - 300 stacks by 20-25 minutes off spell casting alone. The only reason he does so much damage is because thats what he's for. He's only strong if you let him stack. Most veigars go full glass cannon, by 20 minutes. Your team shouldn't be letting you get caught by the midget.
