Why does no one know when the new season starts? We all obviously know when S4 ended, but when will i have to go through my 10 games?

Why doesn't Riot post info like this? And post it in an obvious place that's easy to find? Is there a reason they don't?
Because they don't know when themselves. A new season doesn't start until the new season changes are balanced and ready for competitive game play (LCS). The jungle items aren't balanced, especially on Warwick and Udyr; Dragon isn't balanced; Assassins are dominating everything; and tanks are becoming useless.
It usually takes 2-3 months for Riot to get the new season changes balanced, so every season starts in either February or March.
So me playing ranked right now matters very little? I should just stay in Silver because if i make it to Gold i'll lose it once season starts?
