Shadow dance and shadow dash

I have a question regarding lore about shen, akali mostly and a bit of zed

How exactly does shen have a "Shadow dash" (Shen's E ability) and akali have "Shadow dance" (Akali R ability). Also Akali's name goes under "Fist of the Shadow". Aren't "shadow" techniques forbidden since Zed was banished for using them?
