A way to help the community feel better

I understand there is no way to get everyone to play along. In a community so large it is hard to do stuff like that. But im thinking maybe there is a way to help the people in those games who were not toxic. It is said the system can determine toxic behavior. Here is my plan, it most likely is flawed but i would like to hear your opinion on it.

System checks after a followed through report on the people who played games with said person where they got the report. System then gives a gift, thinking a one game ip boost, to rest of players who played with the person who was punished as long as said other players were not also reported on that game. IP boost is half of the store one as to not over bear the market. I feel as though something like this is a way not to stop toxicity but to help players cope with it. As most of us will know playing a game with that one toxic player is horrible. And so we mute and try to move on and then in post game chat they start it up again. You have already lost the game and have people swearing at you. This affects you psychologically and your next game maybe you play worse. This gift is a sort of "Im sorry for having to play with such a toxic person and thank you for not be toxic in return".

Please point out any flaws i am open to suggestions. We all just want this game to be better.
