Riven needs a particle for when she still has Wind Slash

This helps communicate vital information to the enemy in case they can't keep track of whether or not she used Wind Slash or not during her ultimate.

For those of you who would say it's up to the player to keep track of that, you can't realistically always know if Riven has used it. Sometimes your attention must be elsewhere (like peeling for Ashe), and you didn't see if she used Wind Slash.

It's the same case as with Champions like Aatrox, Kha'Zix, etc. Your enemies should know if Riven can execute them.

Besides, it gives Riot an excuse to add a cool new particle to Riven. ;)

I think this is a pretty good idea. I'd support it getting sent to testing in PBE to make sure it doesn't cause any indirect injury to Riven's viability and kit. For the record, I imagine it wouldn't, but better safe than broken.

It is realistically possible to keep track of her ult. Riven's wind slash is really noticeable since it's huge, loud and takes out a lot of hp from your team.

Besides, if you have the attention to notice a small animation to indicate wind slash readiness, you can probably pay attention to whether or not she used it.

It's the same as any other champions ult really. If you pay close enough attention to see whether she's used it already you have that information. If you don't, or can't, then you should just assume it's up and expect it to come. I don't know who many times I've had teammates die because "I thought their ult (or flash, or ignite, etc) was down.

Easy remedy: Just assume (unless you KNOW) that it's up and approach the situation under that assumption.
