Champion discounts

So I know they lower the RP price of champs when the go on sale but do they every lower the IP price when their on sale? And if they don't why not? It makes sense to me to have a sale for both sides, those that can afford to spend money on this game and those that can only afford to spend time. I'm not saying it should be all the time but once in awhile would be nice.
