Oh wow! Didn't expect to see a MTG thread here! I'll help to the best that I can! I'm no MTG pro, but I'm an avid casual Johnny/Timmy player. Yeah, he is definitely a viable commander! Well technically speaking just about ANY Legendary Creature is a viable EDH commander to some extent. Thing is though for ANY EDH commander is building around them in a way that has lots of synergies with them.
As an example with my "Copy Paste" Riku of Two Reflections http://gatherer.wizards.com/Handlers/Image.ashx?multiverseid=236469&type=card EDH deck, I had to get a lot of "Enter the battlefield" effects on creatures to ABUSE his secondary ability while still have the Instants and Sorceries to abuse his first ability! That took some serious time to build! If you don't know already in commander you cannot, I repeat, CANNOT use any cards more then once (besides basic lands) OR use cards outside of your commanders colors! With Riku its a Blue/Red/Green deck. With Vorel its a Blue/Green deck.
