All of this left over IP

So me and my freind have all of this left over IP. I have 60k and he has over 100k. Why hasn't Riot come up with some way to spend these are frivolous things. Like here's an idea. A border for your main screen for 50k IP that would be cool. Or maybe a new color scheme that would cost 25k for each scheme. Just a few little examples of what they could put in that wouldn't affect the game, but would please those long term players who have all of the characters and most of the runes.
