Character development insights: [Discussion]

I personally have thousands of questions in the behind the scenes on almost everything league, and I'm sure plenty of people do.

-How is a character developed?

-Whats the order? -Kit? -Look/style? -Niche or archtype developing into a champion?

-Time each process takes?

How do you guys decide to attach them to the storylines to the other characters? Are you focusing on creating a character to fit a particular lore (such as Vi or jinx to help expand piltover) or the character concept is created then fit them in like a puzzle piece?

I understand that different champs have different processes, could you perhaps go into detail of Vel Koz (being the freshest champ released) or maybe a failed attempt champion, what exactly went wrong that made him go back to the drawing board/discontinued.

How often are the community's suggestions taken into account? I've noticed some differences (such as rivens eye shadows being lightened) that came from the community, but how many skin suggestions are really taken into account and touched up to become a real skin? What does it take to be a viable skin suggestion? What does it take for a champion suggestion to be taken into account, and perhaps made? -An example I enjoyed for a different game: Suggest something that is general. Don't suggest specific details for every specific detail of the champion. Have a general archtype, perhaps a general skill set, and perhaps a general personality.
