Bergk1 votes"During Bilgewater: Burning Tides, for every six mystery items you purchase for yourself or friends, you’ll receive a free Mystery Skin after the event ends! [...] You have until 02:00 PDT on August 10 to earn bonus Mystery Skins, so get ahold of one before they sail away."
But in the FAQ's it also says "You’ll receive them within a week of the event ending."
