And if it is, what are the reasons or how can I fix it?

I'm on a fiber connection and rarely have any issues with my ISP or bandwidth. However, starting almost a week ago, I would get the "Attempting To Reconnect" message two or three times per game. This message persists and I am unable to influence the game until I choose Leave Game and then manually reconnect. This is especially frustrating if I have just issued a command for my champ to enter combat or step back during combat, because then they walk to the last given command and stand there auto-attacking anything that comes near.

It can take several seconds to realize I am disconnected and my commands aren't being heeded. So then I pop open the menu to leave game - as soon as you ACTUALLY disconnect, your champ returns to base. But now I have to wait an additional 5 seconds for the leave game button to be interactable. Playing with my friend via skype, I have found that I do not ACTUALLY disconnect until several seconds after my screen goes to black, and sometimes my champ is still standing there auto-attacking while I am at the home screen choosing Reconnect.

Needless to say, this behavior has caused several unnecessary deaths and even helped to throw a game or two. (Giving up first blood at top because your champ won't stop Auto-attacking minions due to invisible disconnect) -- and actually that's the worst part. There almost no warning. Everything is fine and smooth, no ping spikes, and suddenly "Hey I want to back off a bit, this is unsafe." Click to retreat. "Uh hello?" Click to use ability. "Ya gonna do the thing?" Click to use Summoner spell. "Oh shit, I'm disconnecting. Better quit quick and get back in." Waiting for countdown to let me leave game. "Oh hey, they just killed my champ. awesome..." Reconnect to game. Repeat scenario 5 minutes later or less.

It's just bothersome and I don't understand why it's happening since I have a fiber connection in my house. Is it bottlenecking at the ISP, are services not sending each other packets? My ping is generally fine, I just get randomly disconnected mid-game.

Had this same problem, found out my modem was attempting to get a new IP several times a day. Check your router settings for your "check for new IP" intervals. Also, there's several network monitor softwares available on the interwebs, do a Network monitor.

You said your friend in Skype is talking to you while this is occurring? Or Skype temporarily goes down also? I would be guessing the latter, which indicates a problem with your interwebs. Skype is simply peer to peer communication, whereas Riot's servers are more complex and take longer to connect to. So Skype downtime may be a brief moment or two, whereas Riots servers take more time to resync with your new data.

This has been a recurring issue for multiple people, myself included.

My Hope^TM is that this has something to do with Riot getting their centralized location up and running for NA. No articulate evidence that this is the case, though.
