Slow download speeds?

I just got a new computer and I'm currently installing League, and I think I made the mistake of opting into the beta before the game was installed. Now the installation seems to be making almost no progress, and is downloading relatively slow. I'm doing it at the library (since my computer is a laptop) and I should be able to download at approxmiately 4 megabytes a second, but the speed starts at 1.2 megabytes and falls to about 500 kilobytes a second. If I do anything internet related, it slows down even more, and when it slows down, it never speeds back up. I know this isn't the limit of the internet because downloading things through steam, I get 3-4 megabytes. Any tips? Or alternatively, a way to opt out of the beta?

Certain downloading platforms download things a little differently. I dont know the specifics of why this happens but I know I can download movies at 2mb/s but the league client is usually 300-500kb/s. I assume it has something to do with where the data is coming from aka servers. Also your download speed you see on speedtest.net or other sites etc. Is not your real download speed take about 10-20% of that and it is approximately your real download speed. In terms of opting out of beta you can use the legacy and gradually download the new client when patches release. Every patch they release some data for the new client in 500mb intervals. This is so when it's time to switch you just switch and there is no need to download the whole 3gb of data. You already have via the 500mb intervals every patch. As far as internet stuff slowing your speed down this is to be expected. Stuff like downloading movies/ videos or streaming will severely impact your network. Also since you use the library internet the staff or other people would likely be using it.

Other people are on the library's wifi as well, so it'll take longer than 4mb/s.
