Multiple bugs in spectate mode

I've noticed two bugs that appear in spectate mode.

As of recently (I just noticed it twice today so I thought to make the thread but I think the issue is a few days older at least) in spectate mode, some champions have a messed movement animation. Today specifically, I saw that Steel Legion Garen with Deadmans was stutterstepping. I thought it was something the player was doing but he did it the entire game, and the effect appeared to end once he lost the MS buff from deadmans. Then in a separate game, I saw Lucian Prime (yellow) stutterstepping with no movement speed buffs also stutterstepping. I recall seeing it on another champion previous but I can't remember which. I assume this is a bug specifically in spectate, or I would have seen something on it by now.

Additionally, for the last season or so, items in spectate mode have slowly been losing their hover descriptions. You used to be able to hover over an item in a player's inventory and see the item's stats and name. At some point, items that were changed or added began losing this feature; as of now, it appears that no item displays stats when you hover over it in spectate. I'm not sure if this is a bug or intentional, but I personally really liked it.
