Cassiopea or Jayce?

I've been having a hard time trying to decide on one of these champions, any advice would be great. Whenever I do decide I will be playing the champion both top AND mid, but mostly top to be honest.

Jayce, Cassiopea just sucks since her rework.

Cassiopeia doesn't do anything since her rework. Pick Jayce Also item 3070

Cass is unviable in her current state, avoid playing her until the second rework hits live servers.
