A couple questions about hextech crafting

I'm still pretty new to the hextech crafting, as I wasn't playing league while it came out.

I see you can re-roll 3 skin shards to a permanent skin. Is this completely random, or does it take into account the prices of the shards? If I re-roll 3x 975rp skins, is it possible to get a 520rp skin, or would it be 975rp+?

Also what's the deal on the gemstones? I heard if you get 10 you unlock Hextech Annie. Is that their only use?

And one more, what's the most cost effective way to get blue essence? I've been buying random champ shards in the store for 1,700 IP and disenchanting them. Is there another way?

From what I've personally seen via rerolling my own shards, it doesn't matter what you choose as the 3 shards. You can disenchant gemstones to get a chest and key or use 10 to unlock Hextech Annie and later on Soulstealer Vayne. If you don't spend money on chests and keys then yeah getting the champ shards with IP is going to be the best way to get blue essence because your only other option is to earn the chests and keys and get the skin shards that way.

Sadly, the re-roll system is random.. It doesn't take into account how much/rare the skins are. I've re-rolled skins all worth 590 RP or less and gotten permanent Epic or Legendary skins; I have a friend who re-rolled with a Legendary skin and his permanent skin cost 390 RP.

For gemstones, the only things you can do really is unlock Hextech Annie or Soulstealer Vayne (which I don't think she's been released to everyone just yet), or you can get more chests and keys which I don't recommend lol.

And the only ways to get blue essence is to either buy the champ shards in shop, or to get champion shards in your chests. If you're looking for just straight blue essence then just stick to buying the champ shards in shop.
