i have a question about Name change/Swap

I am wanting to change my name from BloodCoverdRust to another name that is already taken. the owner of the name that i want hasn't played a game since June 4 2015,

• because they are level 30, the inactivity protection will give them 2 years, and 6 months of immunity (Levels 21-30)
• there also is the option to swap names. My question is: if they come online and play a game between now and when their immunity is supposed to be up, could i contact them and ask that they swap names with me? (i will pay full cost of the name change)
