what is Riots look on funny/fun skins?

i have been playing LoL for a while now and i love lots of the champions and their skins, and with the new baker skins Riot have finally the fan favRiot "Baker Pantheon" which has been long awaited since his release

what are Riots limitations on skins?

what i mean by that is; there are not many full on joke skins, and i think it would be amazing if more were added. but what i dont know is; does riot purposely stay away from making those skins in order to keep there game more serious? or because they want to keep the personality of the champion more important than the image people get from the skins?

i mainly started to think about this when "spaghetti monster Vel'Koz" came to mind... so i thought to my self "what if instead of the skin being a 750rp or a 975rp skin why not make it a LEGENDARY SKIN!?!?" but will Riot allow such a joking and fun skin be worth so much? because all the other legendary skins are a lot more professional, and a spaghetti monster would just be outragous.
