Just Me or is The Skill Bar Pixilated?

Was playing a game earlier and I noticed the bar with all your abilities and such seemed oddly pixilated, and noticed in the Skin Spotlights trailer for Mecha Zero Sion (and others) that it was the same, so obviously not just bugged graphics on my part. Looked around and didn't see any other posts about this, so I made one myself. Anyone got any ideas?
