Today, the cost for Runepages are ridiculous enough at 3600 IP, oops I mean 6300 IP; though I wish it was that. Never mind that the point is, it is expensive to those wanting to level up to 30 quickly and expanding their champion select pool. If Runepages are too much, I should not even mention Summoner Name change, 13900 is even more for those who are trying to buy expensive Runepages and expand their champion select pool. I understand, that Riot changed the "summoner name change" price from only RP to both RP and IP, but it is still unimaginable to most people to get a single name change, however I agree that it is unreasonable to reduce the IP price. Reducing it by a lot is not my intention, if anything taking off that extra 900 IP might be more than enough to me and probably many others who have actually tried reaching that 13900 IP price. I know it is important to value the names summoners chose, at the beginning of their League Journey and if they want to reach that goal, it is just as important to put a reasonable value for the value it is worth.
However for one day if not an entire week allowing that stress relief 
for many exhausted 
summoners especially the AD carries, may give Riot not only respect and more good years to come, but also allow their players to have good looking names. Because I mean, the players do represent the commitment you put it in them Riot, when they record themselves, when they are advertising your game, In the worlds, University League Players, and maybe one day, even the Olympic Games may include good looking summoners with sick names, and get more people in the game wanting to see their own sick names on TV.
So, is reducing the IP cost more than 900 IP reasonable, probably not [slayer-pantheon-thumbs] because then their is no value to how much summoners really want it and their will be weird looking names due to the amount of times summoners can change their names. However is allowing summoners to change their names ONCE! in that week reasonable, I think so, what about you? Why not give it to them on the release of a new League of Legends Client for a new start for Veteran Players, and New Players alike. Maybe, doing this on the release will bring summoners together in laughter and respect for one another, seeing their sick names on the Rift and On TV.
