Yeah, it's likely to come at the same time as Riot Kayle would've for you. It'll be sometime before the 23rd.

Yes, you will (if you can get a mystery gift). However, all the gifts haven't been rolled out yet, so just give it some time

Is there meant to be summer notification when you receive the mystery gift? I got one for the summoner icon gift but didn't get anything else.

This happened to me some time in the past. One Day I noticed I had the Riot Kayle skin, gifted by Riot sometime but I never received a notification lol
