Add a filter on Gameplay and Balance to remove troll threads and straight up hate threads

I have been on the boards for a bit less than a year and one of the most annoying things is when there is a change that riot makes that leads to people personally harrasing the game developers, there have been a few cases of them, both with the developers and other rioters, sometimes it could arguably make sense such as the case with riot Opeli who caused major uproar due to some of her statements, however there have been a few cases of people, mostly developers that created controversial champions, most recent when Mordkaiser was reworked by CertainlyT where people have been outraged due to his tendancies of making champions that players have strong opinions about and claiming that it is impossible to make Mordekaiser a healthy solo laner.

If you create these rules not now but afterwords before the next champion is launched you may be able to make the boards more inviting for the designers and less hostile for both fans of the reworks and champions and your employes who may feel better about working with players and will allow the employes to be open with most if not all possible problems that arise which can allow greater transpercy.
