Ranking System

Why do I keep getting teammates that do not know anything about how to poke, disengage, look at the mini map, objectives, wards (even the new one), patch notes, EVEN THE LATEST CHAMPIONS.

It's like playing with two hands behind my back! I don't understand how it is remotely fair to be teamed up with newly ranked players for someone who has been playing since season 1. I at LEAST know the basics to the game. I know how certain champions counter certain other champions. I also know that it is usually based on skill level to determine how well the "countering" of another champion will take effect. My last game my bot lane both gave 11 kills before 20 minutes. Just bot lane alone. They don't even pay attention to someone ganking their lane. How am I suppose to carry when it's not even an option. I cannot even enjoy a single game of league with the ranking system like this. Please LOOK INTO THIS.
