All skins unlock for practice tool only
My thoughts on the subject is we can check a sample of each skin before investing in it , so i suggest unlocking all skins on the practice mode thing .

Check out skinspotlights on Youtube, they showcase any skin that comes out. You can see for yourself there.
probably wont happen, but hopefully they do add it.
use this program http://mobaskins.com/skin-preview-league-skins-free/ (its not bannable since your the only one who can see the skin everyone else sees default skin)
i've used it for 2 and half years and its really helpful, there are custom skins too, and some of the riot skins dont actually work (only a few most of them work fine)
