"Legendary" skins

So I got Annie in Wonderland from a hextech chest and I was pretty stoked so I Google'd it and it looks like it has no new voice lines or particle effects. Is this skin possibly going to be upgraded in the future?

If not, could it get its essence price reduced instead of being in the 1820 RP tier?

Back when that skin came out legendary skins were a lot less impressive than they are now. Riot hasn't reduced any of those skins or changed them (other than Firefighter Tristana but that was because she got the VU) and I don't think they will
