I've been in the exact same situation, Teeana, but from the jungler perspective, take into consideration that, some junglers don't want to chance the enemy jungler being more well prepared or having higher base damage than them early game, so they don't gank for a reason, while the enemy jungler is doing nothing but ganking, every second they're out of the jungle, the better it is for your jungler, if you play smart and ward, your lanes shouldn't feed without the jungler there and if their jungler is doing nothing but ganking, sometimes, just sometimes, im not saying its a free pass for every jungler to play passive till level 6, but sometimes if lanes are pushed and you're getting ganked, it doesn't give the jungler a chance to gank your lane, where as, those lanes where your team is pushing hard and their team is at their tower, its an easy gank for the enemy jungler to kill you, instead of saying hes afk in jungle picking his nose because that's technically true xD it is boring when you're not ganking, why not let the enemy push your lane then ping for ganks, if he doesn't come gank after that then yes you could have a communication problem or just a selfish jungler who doesn't think he has what it takes, but overall, give junglers a chance and try to understand where they're coming from, because if your lanes fed due to being ganked so many times, its because of overextending not lack of counter jungling.
Just take this into consideration please, I truly understand where you're coming from, but I do tend to explain this in game to players if i'm jungler and I feel if I counter jungle it would be counter productive because all lanes are pushed and how am I supposed to gank someone whos under a turret?
