Community Vote: Should Riot focus on making new champs or fixing old ones?

After the Sion update he became a pretty nice champion in my pool and I'm excited for all the other champions on Riots list of reworks and updates but it seems like they are just too divided right now. So I just wanted to make a bit of a voting pool on what you think Riot should focus on more in terms of champion design and not about client flaws.

I'm equally excited from both updates and releases but I really feel as if 2015 should be the main focus of one. I.E. Riot treating champion updates as champion releases.

TBH The new Sion is barley the old one. When he first came out loads of people were saying Riot should of released the kit as a new champion and i was one to agree. I'm assuming many updates will have people saying the samething but only time will tell.

I just think it would make 2015 alot easier for Riot and the community if they just came out an said exactly what they were working on. So would you kindly answer the poll below and comment whatever your thoughts are.

They are done by different teams of people, so they can't simply focus on one or the other. Both teams have artists, both teams have designers, etc., but the people that make new Champions aren't the same group as the ones that update old ones.

Edit: Also, keeping old, flawed designs around when you make the replacements is kinda dumb. :/

Updating the less used champions is just a valuable as making a new one.... ever game after the sion release their was a sion in every game as if he was a new champion. Then after 3 weeks you never see him again like Gnar or Azir

I've seen 1 Olaf in the last 6 months. Even poppy sees more action than that.

Riot can't just focus on one they have enough people just focusing on new champs and people working on updating olds ones. They are entirely different experts in different categories. Different artists, balance teams etc. Wouldn't make it any faster if they just all mashed up. Into one team. Although they are similar they have entirely different goals. Wouldn't work well together
