Blocked summoner question

Why when we block someone we still can be teamed up with that same person, I mean if you blocked that summoner you obviously dont want to play with him again (cause you already had a bad experience), so why? It only feeds hating and when it happens one game after the other, the chances of flaming on the later game if very high...

Im asking this specifically because I had a game a guy decided not to play anymore, at 10min mark, because he got ganked twice and our jungler didnt help (I was mid)... He kept moving at the base (so the engine wouldnt get him) and talking until it was over. He may have got enought reports to go to the tribunal, but i doubt it cause our duo left in seconds after game ended.... Anyway I blocked him, trying to avoid beeing trolled again, and guess what? He was the captain of my team in the next match, just like that... luckly someone left and i didnt have to play my bo3 with him on my team (quit for the night)...

But my point is, I blocked him cause I know he is toxic, why would I have to go with him again? I dont see a problem going AGAINST someone I blocked (so the engine could this put us one the same game), but if I blocked it means I DONT want to play WITH him anymore, so why I have to??

Thanks for the attetion, and guys (everyone) dont you agree this could be changed in that matter?

I share the same frustrations as you, and here's the response I've received after posing the same question:

It's too easy to exploit by blocking unskilled players. At the end of the day, not being good shouldn't preclude your ability to play. We need a better solution to remove toxic players from the pool that wouldn't affect good-hearted players who aren't very good.

I see... Thanks for answering, and its good to hear im not alone... Maybe if many of us shared our toughts they would change it, cause honestly that response doesnt convince me at all... after all, the players "skills" are already balanced by the tier system, If im better then someone I certanly wouldnt need to block that person as within a few games we wont be playing together anymore (eighter he will fall or ill rise), and the system makes sure we always have a balanced team, so, tha reply they gave you really makes no sense
