When will the Halloween skins be in the skin shop?

I was just wondering if anyone knew the date that Riot is going to put the Harrowing skins back in the shop. I want to get one of the Harrowing skins (Reaper Soraka) that was released last year, and I'd like to know the date that the Harrowing begins this year, or if Riot has a set date for every year.
