Why can you still be teamed with people you've blocked communications with?

It just happened in my last game. End of someone on my team was communication blocked, but I'd 100% sure I didn't mute anyone during that game.

He also did really terrible, so not only did I get paired with someone I already declared as someone I don't want as a teammate, but he doubled the desired to never see him again.

so. much. yes! i had it to where i blocked people and still got paired with them. and as assumed they performed, yet again, horrible. Why would riot do that? whats the point of blocking people then? i dont understand... why rito why!
