I was recently in a match with a player who was using a botting program. I have the match recorded and i have a screenshot of his recent match history. what steps can i take to make sure this player gets banned? I can upload the screenshot considering there is no player name information involved. So technically its not a name and shame. Its an anonymous and shame.

If you suspect someone of botting, cheating, or anything of the sort, always submit a ticket to Player Support. As you said, naming/shaming isn't allowed on the Boards, so a ticket would be the best way to let Riot know about what you noticed.

The reason naming and shaming isn't allowed is the same reason details of trials aren't released till after the investigation: you taint the result. People will happily convict a person based on the testimony of the complainant provided they lend enough reasonable doubt. Allowing Riot to investigate and find the truth is best. In many cases toxic players will report others, come here naming and shaming when they were just as guilty or even more so.
A friend of mine was accused of botting in a game, the entire other team was a premade, they all reported him and submitted tickets. An investigation took place on Riots end, and surprise surprise, no ban as he wasn't botting. That's why flaming on the forums in a name and shame fashion could be extremely damaging as based on his KDA in that game, botting woudln't have been out of the norm, but he simply out played the other team got a huge lead and continued to dominate all game.
