@Riot - Suggestion for Improved Behavior through Positive Reinforcement
This has probably been suggested before in some form, especially considering it's what I thought the honor system was leading to, but clearly hasn't gone very far by this point as I rarely see people honor anymore (though I still do on occasion). I see that Riot seems to want to encourage people to mystery gift positive players in their games through the post-game gifting on the PBE, but I feel like by this point, trying to encourage players to reward other players isn't enough.
I have a suggestion. How about after, say, 10 games in any queue mode outside of bot matches, if you have received less than some small percentage of reports that you are rewarded with a single ip boost. Perhaps if you continue to go for another 10 matches and uphold that small percentage, the reward increases to a 2 win ip boost. And so on. There are often people that report falsely, so you can't just say no reports at all. They can tune the numbers to how they wish, just giving a general example.
This kills two birds with one stone here. People complain about ip gains, myself included. Riot also wants behavior to improve, and many people in the community want to deal with less toxicity as well, myself also included. It may not be a substantial amount of ip, but it's something. And something for free as long as you stay neutral or positive in your games. Then the players rewarding each other can just be a bonus on top of that.
This clearly won't deal with people who don't need ip of course, but it's a start. If Riot would include more small things to spend ip on, such as icons and what-not, it could help encourage this as well.

TL;DR: Give players who receive less than a certain number of reports over every 10 games an IP reward such as a game boost. I know most will say Riot would never do something like this, but that's why I want it out there hoping for support. I know Riot wants their community to improve and as sad as it is, sometimes it may take some bribing and some rewarding to push it along. Perhaps this way people will see how not being negative can help win you games and start wanting to do it regardless of the reward.
