Players in the pregame/endgame chat that aren't in the game, name change glitch or....?

Exactly what the title says. Had this happen a few times now where clearly there was another person in the chat that wasn't on either team. Who the heck are these dudes? Considering one of them said he was here to speak to me about my recent in-game behavior....any ideas guys? Is this part of the new report/ban system that came out some time ago or is it just a glitch I personally don't know about?
