Dealing with the Angry and negative people

It might be because I am low MMR, or it might be because of the community at large, but I keep getting game after game with people who rage over the smallest of things. For instance we had a team in which we all had skins and my draven said that we were all white colored. IN good humor I said "we'll I have SGU so I change colors". This was intended all in good fun. His response was to tell me to stop bragging and to STFU.

The above is only one example of this situation however. It seems every game there is some very toxic individual on one team or the other. Is there a solution to this? Is the player behavior team working on a solution? I am not sure but I fear for the future of league if we are not able to change the state of the community. Any thoughts of suggestions on how we can improve things? Personally, I am at a loss.
