Jackets for players who do not live in the region they play.

Hey everyone, I had a question about players who have played on different servers than the ones that correspond to their geographic region. Primarily players who have played on LAN instead of NA because they had better ping. If someone living in say, Florida, finished challenger on the LAN server, would they still be eligible for a challenger jacket?
