Creature in BC Vel'Koz splash = Frozen Watcher?

In Bard's promotional page, there is a picture of a Frozen Watcher. The Watcher looks oddly like a creature found in BC 's splash art. Here is a little picture for comparison. http://i.imgur.com/cKFOjPQ.jpg

Here me out people, I think that might have been a botched Battlecast Anivia skin.

Yeah, it could possibly be Anivia, but IMO the wings look too much of a different shape to be Anivia, just what I think though. We may never know what it actually is

Just one? I noticed 2 that aren't Battlecast skins, Xerath and Anivia.

Additionally, I think the image in the Vel'koz splash is just people chasing ghosts. That blocky shadow isn't clear or descriptive enough to say one way or the other whether it is Anivia, a Frozen Watcher, or just some other oddball chunk of metal. Its a bit vague for speculation, unlike the shadow of Jinx in Officer Vi's splash, or Battlecast Skarner and Kog'maw in Creator Viktor's splash, or the crude images of the Bard constellation scattered around the Rift.
